Define the application
A council or agency may be dealing with roads, drainage, sports grounds, regional infrastructure, land rehabilitation or another recurring maintenance problem. The first task is to define the work and constraints.
Evidence before claims
Trials, engineering review and measurable criteria should determine whether a proposed configuration is suitable. Avoid converting a concept into a performance claim before it is tested.
Commercial pathway
Once a suitable existing production machine is available, rental/leasing enquiries move to Dugong Scrapers.

Government, council and group development pathway
Frank’s Final Grade is the development pathway where an existing rental configuration is not the complete answer. Public-sector and group discussions should begin with the operating problem and constraints, not with an assumption that a current Dugong model must be used unchanged.
Local councils and public works
Road maintenance, drainage, parks, sporting facilities, rehabilitation, regional airstrips and repeat maintenance programs can be assessed as application categories.
Water and irrigation organisations
Channels, drainage, access, irrigation infrastructure and landforming interfaces may require configuration work around existing fleets and operating procedures.
Regional and industry bodies
Agricultural groups, research organisations and regional-development bodies may have repeat problems where trials and measured field evidence are more useful than a generic machine claim.
Development process
Problem → operating environment → existing equipment → constraints → desired result → design envelope → proposed configuration → engineering review → prototype/trial → measurement → production decision.
These are potential development categories only. They do not imply endorsement, procurement or current use by any government agency, council, utility or organisation.
